Phillip Stephen Osborne, 81, of Highland Village, TX, loving husband, father, grandfather and great grandfather passed into glory on Friday, October 11, 2024 at 6am.  A resident of Highland Village, Texas, he passed from this life at his home with his wife Lou Anna by his side.

Phil, who was called "Steve" by his family was born on March 15, 1943 at home in a Greenup County, Kentucky "holler" to parents Baxter and Dorothy Elizabeth Osborne.  He was born during a heavy snow storm.   Baxter had to hitch the horses to the sled to go for the midwife!  He was the second oldest of six children.  He is preceded in death by his parents, as well as his older brother John Cleveland, younger brother Baxter, and younger sister Martha Rebecca.  He was also preceded in death by a grandson.  He is survived by his wife of 44 years, whom he referred to as "The lovely Lou Anna… younger brother Robert Joseph (Connie) of Lexington, Ky.  and younger sister Sharon Elizabeth Pritchett (Ray) of Zephyrhills, Florida.

Also surviving are his sons Jeffrey Scott (Kimberly), Phillip Stephen II (Mikyu) all of Lexington, Kentucky; Paul Andrew (Jennifer) of Corpus Christi, TX, Anthony Caudill (Tina) of Flatwoods, Kentucky and Daniel Gerritt (Keiko) of Lexington, Kentucky.  He is survived by 10 grandsons, 6 granddaughters, as well as 10 great-grandchildren.   There are a host of in-laws, cousins, nieces and nephews that he dearly loved.  He also dearly loved his precious fur-girl Lily and his new companion  fur baby, Sebastian (Bud-Boy).

Phil's began his career in law enforcement as a Police Officer in Russell, Kentucky, and later moved to Lexington where he served as a Police Officer for the Lexington-Fayette Urban County Government.  He also taught driving skills to new Police recruits.  He worked as a Liaison officer writing specs and designing graphics for new police cruiser purchases, assignments and repairs.  He retired in 1992 after 27 years of law enforcement service.    After moving to Texas in 1995 for Lou Anna's career, he was an instructor for Texas Driving Experience located at Texas Motor Speedway.   Phil was an avid sports car enthusiast!  He was an active competitor for much of his adult life.  He joined the Sports Car Club of America (SCCA) in 1986.   He was a member of the Central Kentucky Region followed by the Texas Region.  and he held various leadership positions, including Regional Executive, Solo 2 Chief and Chief Safety Steward,   Through SCCA, he taught car handling techniques to GM car and truck engineers.  He was a talented writer and for years contributed a monthly column which was published in SportsCar Magazine, the official magazine of SCCA.    He travelled the country to participate in events, including 33 Solo 2 National Championships. His local, divisional, and national leadership and participation made his reach in the motorsport community far and wide.   As much as he loved competition, his real love was the camaraderie with his fellow competitors.  His easy going demeanor made him an excellent mentor and teacher to so many, including teen driving instruction.   He was a passionate fan of University of Kentucky Basketball and football and he loved Nascar racing.

With a heart for serving, he and Lou Anna cared for his mother in law, Marilyn from 2010 to her passing in 2023.  He was a willing, loving partner to Lou Anna throughout this time.  He had a loving spirit so Marilyn adored him and the feeling was mutual.    Phil (Steve) loved Jesus, his wife Lou Anna,  his children and family, and  hundreds of good friends and fellow competitors all over the U.S.  He will be missed every day until we see him again in Heaven!

Funeral arrangements are as follows: Temple Baptist Church, 2501 Northshore Blvd., Flower Mound, TX 75028,  Monday, October 21, 2024,  Visitation from 10am, Funeral Service 12 noon, followed by a meal in Fellowship Hall.  Private family graveside after burial at Roselawn Memorial Gardens in Denton, Tx.  The service will be available on livestream at 12 noon.  www.templebc.org  Click "Resources" followed by "Live Streaming Services"
